The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I notice that you have a lot of un-needed plugins that will essentially overlap eachother, id suggest you remove these to free up some space and possibly avoid crashes. Also to note this is not 100% needed but theres no point to have two different plugins that do the same thing (for example Compulite and Computer+):

 

LSPDFR+,ComputerPlus, Arrest manager, federal callouts, variety callouts, K9 partner (theres one in the Ultimate backup menu), Police smart radio (Remove this).

 

I also recommend the topic below, it covers some plugins and callouts that are outdated and could cause your game to crash, not all will but some maybe.

Sorry for the late response, I've removed Police smart radio and my game worked.

 

I was actually hoping it wasn't the problem because it was quite a nice plugin.
