When LSPDFR 0.48 or 0.5 out, dev team should merge popular and essential plugins to the mod. Like lspdfr+ , traffic policer, ems plugin etc... Or at least add them to lcpdfr setup with additional options like " Do you want to install lcpdfr+ mod? = Yes/No " 

This can make LSPDFR more live and more people can download it.

Not a developer for LSPDFR, but I can tell you that won't happen.  Primary reason being is that the team believe in giving us the option to choose to customize our game, and they believe in giving the community developers the opportunity to make their own mods and expansions onto LSPDFR.  Base LSPDFR is good, has everything we need to patrol and be a cop.  We don't have to install anything else, but the option is there.

To be honest, I agree with @Reddington's opinion. First of all, some of the plugins you specified might broke in future updates so it will possible break the game. Second, Reddington is right, in my opinion it's better for users to have the option to customize the game. This is my personal opinion.
