Missing Textures, Car's not Spawning, but they used too?

So I used to have my GTA4 heavily modified. Every single car, els, lcpd:fr, iCEnhancer 2.1, indicator script, HD Textures, HD Roads, HD Road signs, Simple Trainer, and sound mods. Then I accidently formatted my hard drive and lost all of it.

Well I redownloaded it, and what have you, modded it like I had it before, but added the policing script. Now whenever I'm in game, and go to the police station, as soon as I come out, the worlds textures are fucked, cars don't spawn (including the ones you pick for your duties)

In command line I have the following

-noprecache

-memrestrict 2122317824

-norestrictions

My setup

i5 3570k

8GB RAM

GTX 670

128GB Crucial M4 SSD

1TB Seagate 7200rpm HD

The only difference right now, is that I used to have GTA 4 on my SSD. But I'm not sure if that will change anything.

EDIT: Removing Noprecache fixed the textures, but I still have certain cars that refuse to spawn. They aren't even the largest ones in the vehicle.img.
