This has never happened til a few minutes ago, now I don't know what to do....it says Windows Can't open file when I try to download something, "Use the Web services to find the correct program, or Select a program from a list of installed programs" what the hell is this?

Are you new to computers? It just means that you're trying to open a file that has a format extension that you most likely don't have the usual software to open.

But it's never done it, for example I was trying to download a Mod police tahoe before, and that popped up. I did the same yesterday and it worked. but I deleted it.

You're probably trying to open the .wft or .wtd files that you're downloading instead of using a program like SparkIV or OpenIV to import them.

Alternatively, you might be downloading archive (packaged) files, like .rar files and you don't have the correct software to open those (eg. winrar).
