The first image is after I added the Seattle police badge(I have not changed it in any other way, it also looks normal in paint.net), The second image is the default EUP texture. Is there a way to fix this?

I export it as a dds, open it through paint.net and then save it as a dds

export as png then do your shit with paintnet and then go to image on paintnet and resize it to be the os eup res if not any better make the res higher for say if its os res is 1024x1024 try

making it higher 

and when you save it from paintnet make sure its still a png
