The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello, I have a ZapHosting FiveM server with ELS cars installed into it, and I do not know how to make the lights and sirens work. Does anyone know why this is?

We generally don't provide fivem support, your best bet is posting and asking on the fivem community.  In addition, assuming you're referring to LTCain's ELS and not one of the shoddy fivem ripoffs, it has been stated that ELS is intended for singleplayer use and was not made for an online environment.
