How do you turn off these lights in ELS, what key or setting is it?

When I get in it and turn on the lights, these 2 at the top also turn on but dont flash, but when

I call AI police backup, they showup without this, but when I get in, I can use the car without those lights until I turn them off as when I turn the els lights back on they also turn on aswell

I have marked the specified area with a Blue Pen,
