DLC / ELS Questions

I’ve downloaded 4.6 and am trying to get back in to playing some LSPDFR. I was having issues with LSPDFR crashing in general, but was able to get that resolved, but I’m left with two issues:

1. I added dlc packs for BCSO vehicles, along with, LSPD. I did edit the dlc.xml to include both as well. However, none of the skins/cars show up in game. What am I forgetting to do? 
 

2. ELS - I redownloaded ELS, but it’s not seeming to work at all. None of the lights light up at all, and I’m not even getting beeps like they’re trying to cycle through the stages. It’s not the scroll lock issue (ELS Locked message)

3. EUP - I don’t know if this is a common issue, it seems to come up a lot, but I added EUP, added some skins through the EUP DLC areas, but none of those show up in game, and the menu is empty.

I’m sure these are all user errors somewhere, but I feel like I’ve gone back through everything, but nothing seems to resolve my issues with these three aspects.
