What it usually means if it says OPEN that means that the author is continuing work on that particular release. "CLOSED" means its finished and to expect no further releases or updates for that project. It does not mean its unlocked, if it was unlocked there would be explicit writing saying that it was. OPEN/CLOSED just refers to status of the project, not unlocked

Honestly, your best bet is going to be to try and find already made Charger thats close to what your looking for and just find someone to make the texture. Simply because there are a lot more people willing and capable to make textures than there are cars. There are a few Chargers with Liberty's out there and the texture isn't to serious either so even a novice could pull it off. You *might* find someone to do the car but I wouldn't hold your breath. Just saying... Also if your down for it, everything on that Charger is available unlocked....

Ah yes, I overlooked that, I don't think you can use OpenIV without the game installed. You could ask someone to send you the texture files but otherwise you'll have to install the game.
What do you need? Just the basic textures from BxBugs CVPI?

There is a easier way, find the location where you imported your textures into zmodeler from. example: C:SDSD71T6C/MODELS/CVPI/TEXTURES/police_sign_1. Police_sign_1 is the main texture used in zmodeler unless you apply a different one in the materials editor. So just take the skin you want to test and paste it in the textures folder where you imported the textures from. It will overwrite the orignal police_sign_1 with your skin and you can check it out in zmodeler without having to apply new materials everytime in the materials editor. Keep in mind though that it has to be from the folder the textures where added into zmod from because thats where zmod is reading the texture files from...

Fedsig makes such nice lightbars...
Yea I'm 99% sure thats what it is. There are some scenes in "Bostons Finest" where you get a good look at the back of the car. The gang unit guys drive those CVPI's in the show. So if you look for clips watch for those guys and chances are you'll get a look at the back of the car.

I'm pretty sure they use the FedSig Solaris ILS in those CVPI's. http://www.fedsig.com/products/193/solaris_ils could be wrong though

There is no free software to do this. As they told you you need ZModeler v2.2.6 http://www.zmodeler2.com/ You can download it for free but you can't access the much needed features to model so you must purchase it. Not 100% sure what the price is now days, you'll have to check it out. As for "letting you know how to do it", modeling isn't something that can be explained in one paragraph. I'm not going to sit here and tell you its easier because its not, its a long, tedious, and difficult process. Don't let that discourage you though because once you learn how to do it, you can make whatever you want. The tutorials section here on the site has some great beginning tips and tricks to get you started as well as YouTube. Within a few months you should have a good grip on the basics. Good Luck!

When I began modding, I had nothing but some very basic unlocked/released parts. I modified those parts to fit my needs and make other stuff. You should be able to do the same.
Exactly, my story is the same and now days beginners have 100x the amount of parts and resources I did. I had a CVPI, a Whelen Justice, and a Code 3 XT6... that was it. I fashioned what I needed from just those parts and slowly got noticed and worked my way to where I am now. This stuff doesn't just come via the request on a thread, especially for such a rare and desired model. You put in the time and effort and release some quality models then maybe you'll get someone to give it to you. Thats still a maybe since just because your releasing work doesn't entitle or guarantee you a model. Few have that model (the good version) and those who do hold onto it like Ft. Knox. Its not something thats going to happen overnight or after you releasing 1 model. Its months of work.

Oh and by the way, bad mouthing or swearing at the same people who posses these models and ultimately have the power of giving them out isn't the best idea...

All of my creations, the Explorer is available publicly, the Caprice can be seen on my YouTube channel but hasn't been released and the Taurus's have never been seen publicly

Ah, the good ol "RESC10 - Out of visual memory" error. I've encountered this a lot, the way that I was able to solve it for myself was turning up the texture resolution, the one right below graphics resolution in the game options. This my or may not work for you. Usually only happens on higher poly vehicles

What do you mean by pulsating?
Watch the video in my first post, there is a part where they talk about pulsating modules in the rear. Instead of a steady burn there is a very very fast flash going on. So fast you don't really see a break in the color but slow enough that your eye can notice the fact that its pulsing and not just steady burn

How different is SOCOM 1-3 to CONFRONTATION as CONFRONTATION is the only SOCOM i have Played
Its hard to explain since you haven't played it but 1-3 were the most addictive and enjoyable games I have ever played. Confrontation didn't have the same "feel" as the PS2 versions. You know how your use to a game, the way it plays and the way it feels, then when the sequel comes out its not the same? Well thats how it was, it didn't have that classic "socom" feel, it wasn't the addictive SOcrack anymore. Not to mention the initial release was riddled with bugs and connection issues. It was bundled with the original PS3 bluetooth headset so that was a pretty good buy, I still use that headset. If I remember correctly a different company developed Confrontation than the one that did 1-Combined Assault. I have a feeling that had a lot to do with it, if you have the same people create 4 games and then all the sudden have someone else try and replicate and improve on what they were doing its on course to end up being different. That is and forever will be my all time favorite game and the only one I would want remade again. Write the code exactly the same, make the game the exact same way except modernize the graphics to meet today's standards/capabilities.

The SOCOM franchise, I would give my firstborn to have those days back again. Those who played online during those days know what I'm talking about. A modern remake of either Socom, Socom 2, Socom 3 would make my decade, keep the game the same, just modernize the graphics. The PS3 release, Socom Confrontation wasn't like the others. Thats my choice though that game and the great people I met online during those times, some of whom I still talk with 10+ years later

Some local shops will build PC's, some just work on them, it depends on the shop. The only person who can figure that out is you, you have to go in to your shop or call and see. Otherwise there are online places where you can build a PC.

Technically all red is classic police colors, back in the day they just mounted a red beacon on top of police cars. And like I stated earlier in this post, they actually did a study (can't find it at the moment) where they tested which colors were most visible and they determined that red is the most visible in the day time and blue is most visible at night.
Yea now that I think of it there was only a red beacon back in the day. Still though, to me red/blue is classic police. If you put those colors together and ask people whats the first thing they think of I bet most would say police

This may be a stupid question because I'm assuming you already did this but have you tried unplugging modem/router for 60 seconds and see if that helps? For the full package you could even shut down your PC while doing this. Otherwise I'd say call your ISP. I'm now that knowledgeable about this sort of stuff, my skill for fixing the internet stops at unplugging the modem which works 100% of the time for me

haha I posted a thread like this years ago! Anyway, I prefer red/blue, the only thing that they use around here is R/B and only recently when I was in Chicago did I get to see all blue in person. I don't dislike all blue, I think it looks cool but I just prefer the red/blue. To me red/blue is classic police colors and they pop more as far as visibility goes. As for the all red option or red/white I don't mind it as long as its on a non law enforcement vehicle like Fire or EMS. I don't believe that all red or red/white should ever be used on a police car, I think it looks horrible. A good example is the NYPD, can't stand it, plus those old FedSig halogen rotator Visions they use don't help either. The new Vision SLR's I love but the red/white still kills it for me but the lightbar preference is off topic.

I don't know if you guys have seen this yet or not but its worth a watch because its a pretty cool light bar. As most of you probably know I have a strong dislike for the Liberty. I've never used it on a model and don't plan to anytime soon BUT when I saw the Liberty ll I had a strong change of heart. One of the biggest things I like is that they removed the black surrounding the modules. I don't know, I just think its sexy.
Thoughts?

Looking on YouTube and this site in the Tutorials section (LINK) is going to be your best friend because there is a learning curve to install mods, not a big one but its not as simple as breathing. As for the mods themselves there really isn't anything in particular that anyone can tell you to use because its really your personal taste and likes as far as cars/guns/peds go. There are some "core" and "commonly used" mods but I'll talk about those below. The downloads section (LINK) is a good place to start looking. Here are some of the more popular modders, you can find them through the member search and view their files through their profile or just watch out for their names when your looking through the downloads. EVI, Cj-24, Lt.Caine, BxBugs123, NicolaiB, Sgt.Kanyo, NickieB
. There are a lot more, thats just all I can pull off the top of my head. If you like a car though don't hesitate to download it regardless of who its created by. As for mods, they've already told you to download OpenIV and SparkIV to install mods but there are some other core mods you'll probably want which help enhance game play. Keep in mind though that the more you add the more you risk instability and "unstable" is GTA IV's middle name...The "core" mods I spoke of:
ELS v8 (or v7 or v6 - some prefer that to v8 but v8 is the most recent and advanced)
SNT (Simple Native Trainer)
LCPD:FR v 1.0c
Police helper
Spotlight mod
Tow Truck mod
Most of the above can be found on this site and other popular GTA IV gaming sites. Some may argue with my list but feel free to add to it to help this guy out
Just for your reference here is what I run in my game: LCPD:FR v1.0, ELS v8, SNT, Police helper, Spotlight mod, policing callout script, Radar mod, Advanced Car Actions, Code 3 Mastercom B siren, and various car, gun, and ped models. I use to run a bunch of other scripts but I recently removed them trying to improve stability.

Okay so I think I get it now, the window unit does make your bill go up, by not by a lot like a $100 or something.
Well its running off electricity so its just another thing in your house drawing power. As with central air it all depends on how much you run it. As others have said it doesn't cost no where near as much as central air. I had one in my first house at college in the window in my room and I honestly don't remember there being any sort of noticeable difference on my bill. If you use it every single day all day long you may see a slight increase but no I would be pretty confident saying it shouldn't be $100

IMO Duck Dynasty is one of the most stupid shows on TV right now. Its so fake (scripted) and half the time the stuff is so ridiculous you can't help but automatically think, "Yeah this is setup, there's no way that would/could happen". But yet its one of the highest rated shows on TV right now - that one I don't understand. I read an article a while ago where Willie and his wife personally confessed that the show was setup. But hey, props to them, get all those endorsements and deals you can boys, keep those checks pouring in while the wave is rolling strong. Hell every store you go into you see t-shirts, hats, masks, toys, etc. they are everywhere...

You trying to get him off on a technicality? lol, jk. Your right though, he hasn't been convicted and is innocent until proven guilty. With allegations like this though there really isn't any coming back from that. Discovery channel isn't going to take any chances so they'll dump the show. They can't keep filming under the idea of "oh he was only accused, its possible he didn't do this" and then all the sudden he's found guilty. That would make them look terrible. If he is truly innocent and this ends up going to trial then I hope justice prevails and he's found not guilty. Although if he IS guilty I hope justice prevails in that way as well and I hope he rots in hell like the scumbag poor excuse for a father and human being he is. (I have a special deep dark place filled with hatred in my heart for sexual related crimes and there perpetrators)
Since the dude made a full legal seperation from the company, there is a slight possibility they could continue filming without him, although it absolutely wouldn't be the same.
Not a chance - they can't take any chances of him being found guilty and the show still be in production. That would make them look like they support this or somehow think its okay. Did you see the statements that Red Jacket and Discovery released?
