If you really want it to work, you might consider running the installer as an Admin. If it gives still errors, re-download and install as an admin.
The reason why it might give you a error, is because you don't have the right authority to do it. The installer needs internet connection in order to link your account. Some PC's think its a threat and block off connection. Running it as an admin can fix it.
You can also try to add the installer to your firewall or local virus protection so your PC will always give it internet.
This are just a few idea's to fix it. I can't say it is really going to work. Try and see!

Hmm. Yes, you had to put the commands at solution #3 as a list.
I have another question? How many RAM does your PC Have exactly? And when does your have crash? >> When you hit start? Or during you play the game?

There are multiple ways to fix this problem, but some ways can fail. That's why you should try to give your pc more ram to your game. I am showing you 3 options how you can do that.
PLEASE, READ ALL SOLUTIONS BEFORE TAKING ANY ACTION!
1. Download software.
There is a program called ''Large Address Aware''. You can simply add GTA to the list, and allow it to use more then 2 GB of ram. You can even force that. Worth to check out. (I use it myself)

2. Edit your PC RAM settings. (I did this to)
This is a advanced step.
- Go to System Properties.
- System Properties >> Advanced >> Performance Settings >> Advanced >> Virtual Memory Edit >> And edit your settings to the proper ones.
You can find the settings on google, you have to do some mathematics.
3. Commandline.txt (I use it myself)
This is the most simple step and safest, I highly recommend this solution, this is a txt file you make inside your GTA folder.
You put inside that txt file the following things:
-norestrictions
-nomemrestrict
You save it, and your game will run like a machine.
To wrap it up, right click inside the GTA Main Folder, select > New > Txt Document > (You put in the data: -norestrictions & -nomemrestrict) > you save it with the name: Commandline.txt

I would like to see more crimes.
Like:
-Bank Robbery
When I got a call like that, you need to go inside a bank building and you need to clean out everything.
Or: When I arrive, I see a lot of cop cars around the bank building with officers pointing at the suspects in front of the building.
- Hostage situation at the burger king
You need to go inside the building and negotiate with the suspect that is pointing his gun to a costumer. If the situation is out of control than you need to shoot at the suspect without hurting the other people.
Just things like that. ^^
