Couple things.
1) This car replaces the "Police" model in the game. Though the instructions say "Place in Patch Day 11" I always either:
a) Find and replace the original car (in this case, Police is in x64e/level/gta5)
or b) Place in the most recent patch day (in this case, patchday15).
*Always make sure you copy to Mods folder and always make a backup of whatever you're replacing.
2) The VCF (XML) file that comes with this car looks wrong to me. All of the lights were set to False for LSTG3.

everythings are in their place as they should be. no error in my els.log. i have the problem since i downloaded gta5 v1103 and the lastest version of scripthookv. it worked well before that. and now, every cars pro-els i put in my game dont work. no *flashing* lightbars and no coronas except the taillight cuz they are scripted like that. does scripthookV is compatible with els 1.05 ?

</INTERFACE>2) Your WigWags are running but the WW is not lit, also indicating an issue with the XML file for this vehicle.
3) When your lights come on solid, those are "Cruise" lights. The ELS Panel shows the "CRS" turn orange when you click them on. Turn your Cruise lights off or go into your XML and edit this line:

</CRUISE>Bottom line, your XML file for that vehicle is FUBAR. I would suggest deleting it and adding a fresh XML file from the download source to correct this issue.
I installed els-v 1.05 again. put it in my gta 5 folder. and i downloaded bxbugs' cvpi els v1.9 . i have the same issue. i got this problem when i downloaded the last version of scripthookV and gta5.

A few things you can try here. Firstly, do you have the Arrest Manager plugin installed? If you're not sure, go to C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\Plugins\LSPDFR and check that there are (1) Arrest Manager.dll, (2) Arrest Manager.ini, and (3) an Arrest Manager folder in there. If not, download and install this plugin, also by Albo.
If you do have Arrest Manager installed, go through the two config files (InVehicle.xml and OnFoot.xml) and make sure the "tow" and "coroner" appear only ONCE. It's possible you have <Name>tow</Name> twice (and the same for coroner), once enabled and once disabled.
If you did all the above, then start the game through the Rage Plugin Hook as you usually do, but immediately after you doubleclick on it, hold down SHIFT and wait for the settings to appear. In the R.P.H. settings go to the second tab (Plugins) and check the Load all plugins on startup option.
i have arrest manager already installed. i do have arrest manager's files ''.dll'' , ''.ini'' and the folder with transportworldsdistrict.xml / transportregions.xml inside.
My config files Invehicle/Onfoot.xml have "tow" and "coroner" appear only once and both on true.
I did check Load all plugins on startup in r.p.h. settings.
it still doesn't work.
it appear in game in the radio. but when i choose them. it still says. no action has ( yet) assigned to plugin arrest manager/tow .... blablabla

i did it. when i try to tow a car or call a coroner . it says ''no plugins are assigned to arrest manager/tow/coroner. No button assigned itself. you may have gone on duty twice, try go on duty once''. the only buttons i can assigned when i go on duty for the first time are police smartradio. no one from arrest manager and peter ucallouts
