What I think should change in GTA V.

Liveries.

- Ensure that all Agency Vehicle Groups have consistent Liveries.

 

- This means that the Sheriffs Cruiser is Black and White, and the Grangers Sheriff text fits on the front doors only.

 

- The LSPD Vehicles have a unified and proper appearance.

 

- Additional Liveries are applied to the various vehicles in game.

 

Vehicles.

- Implement additional Vehicles for the Various LE Agencies in game.

 

- Creating Mounted Police Units, complete with corresponding Officers.

 

- Update the Vehicles currently used by the NYHP to more appropriate ones.

 

Vehicle Names.

- Correct, and alter Vehicle names to better suit their purpose, and usage.

 

- Change existing Vehicle Names to parody Real Life Vehicle Names better.

 

Vehicle Usage.

Counties and Jurisdictions Implementation.

- This means that Blaine County actually has its own LE Agency, the BCSD/O, and has its own fleet of vehicles with the correct Liveries, and its own Sheriff Deputies.

 

- The SAHP appearing in the game, complete with its own fleet of vehicles with proper Liveries, and a Female Counterpart to the existing Male Highway Patrol Officers.

 

- NOOSE having its own Fleet of Vehicles with the correct Liveries.

 

- Removing all LSSD/Los Santos Sheriff signage/text from Blaine County. Also, remove LSPD signage, Officers, and Vehicles from the Davis Sheriff Station.

 

Role Playing.

- Bring back the much needed element of Role Playing, including the return of the Vigilante Activity, complete with a full police database.

 

- Implement a Siren, and Lighting control system.

 

The Police AI, and Tactics.

- Eliminate the much maligned 'features' of animals calling the Police on you, and Civilians doing the same.

 

- Eliminate the Rubber-Banding used in chases.

 

- Reduce the omnipresence of the Police.

 

- Implement the use of Nightsticks, and Tasers at the lower third of the Wanted Levels.

Law Enforcement.

1. Liveries.

1a. Repair all Police Vehicle liveries to make them consistent. This means the following;

 

LSPD Vehicle Changes;

 

- Correct the livery on the Vapid Torero PI to the same standard as the Vapid Stanier PPV, and Current Gen Bravado Buffalo PPV, whilst pushing the changes through to Last Gen as well.

 

- Replace the logo in the "In Emergency Dial LSPD" sticker with the 'CoLS' Seal

 

-- Additionally, move the "Survive and Obey" motto to behind the 'CoLS' Seal on all vehicles.

 

-- Furthermore, place POLICE text to where the "Survive and Obey" motto used to be.

 

-- Finally, add vehicle numbers under the POLICE text.

 

-- Guide to the correct decal placement.

 

LSSD Vehicle Changes;

 

- Unify the existing Sheriffs Cruiser livery to be black and white, or alternatively have the all white remain in game but have it spawn for one in ten cruisers.

 

- Remove the 'Los Santos County Est. 1889' text from the Sherffs Cruiser, and replace it with the "Los Santos County" text used by the Declasse Granger PPV.

 

- Alter the Los Santos County Sheriff text on the Declasse Granger PPV to fit on the front doors only.

 

- Change the font used to one more closely resembling the LASD.

 

Other Vehicle Changes;

 

- Replace the current 'CoLS' logo on the Declasse Granger Park Ranger with an expy of the CSPR.

 

- Correct the livery on the Declasse Burrito Transporter to appropriate Sheriff decals as the Sheriff's Department handles inmate transport.

 

- Remove the existing markings on the Prison Bus, and replace them with San Andreas Department of Corrections markings.

 

- Remove existing LSPD markings on the Western Motorcycle Company (WMC) Sovereign Police Bike, and replace them with more appropriate SAHP markings.

 

- Federal Law Enforcement have the correct License Plates. This is an example.

 

1b. Implement additional liveries for existing vehicles. This means the following;

 

- Create additional liveries for the Western Motorcycle Company (WMC) Sovereign Police Bike for all Main Agencies.

 

- Create additional liveries for the Predator, with LSSD, SAHP, and BCSD/O decals.

 

- Create additional liveries for the Bravado Buffalo PPV, and Vapid Torero PI, with appropriate LSSD decals.

 

- Create additional liveries for the Brute Enforcer (Police Riot) for all Main Agencies, including an unmarked set.

 

- Create additional liveries for the Police Maverick for all Main Agencies.

 

- Create additional liveries for the Prison/Police Bus, for all Main Agencies.

 

- Create additional liveries for the Declasse Burrito Transporter Van for all Main Agencies.

 

2. Vehicles.

2a. Create additional vehicles for Law Enforcement to use. This means the following;

 

- Create PPV versions of the following vehicles. The Cheval Fugitive PPV, Bravado Buffalo PPV (2nd Gen), Dundreary Landstalker PPV, Declasse Washoe PPV, Declasse Landslide PPV, and a new version of the Declasse Merit PPV.

 

- Introduce an expy of the Ford Explorer PIU called the Vapid Exploder PIU, for all Main Agencies.

 

-- Every Main Agency will receive these vehicles both in marked, and unmarked variations.

 

- Create an Ubermacht expy of the BMW R1200RT-P Motorbike, for all Main Agencies.

 

- Create a set of vehicles including the Vapid Stanier PPV, and Dundreary Landstalker PPV for the SADOC.

 

- Create K-9 Unit PPV's using the Dundreary Landstalker PPV, and Vapid Exploder PIU.

 

- Create Police Bicycles, for the LSPD.

 

- Create Dirt Motor Bikes for the LSSD, and BCSD/O for off road use, and patrol (Note: I have used Riverside County Sheriffs Department in this example).

 

- Create Quad Bikes for the LSSD, and BCSD/O for off road use, and patrol (Note: I have used Riverside County Sheriffs Department in this example).

 

2b. Create Mounted Police Units. This means the following;

 

- Introduce the use of Mounted Police Units, for the LSPD, LSSD, and BCSD/O (Note: I have used Riverside County Sheriffs Department in this example).

 

2c. Give Agencies appropriate vehicles. This means the following;

 

- Update the vehicles currently used by the NYHP. Replace the Albany Esperanto Roadcruiser with a Vapid Stanier PPV. Additionally, replace the Declasse Police Rancher, with a Dundreary Landstalker PPV.

 

3. Vehicle Names.

3a. Rename the various Police Vehicles used in game to their correct names. This includes the following;

 

- Rename the 'Declasse FIB Granger, Emergency', to "Declasse Granger Unmarked PPV, Emergency".

 

- Rename the 'Bravado FIB Buffalo, Emergency', to "Bravado Buffalo Unmarked PPV, Emergency".

 

-- These Changes would avoid the problems of why NOOSE are using the FIB's vehicles, and to not tie up both vehicles to any one Agency.

 

- Rename the 'Declasse Burrito Police Transporter, Emergency' to "Declasse Burrito Transporter PPV, Emergency" as to not tie the vehicle up to any one Agency.

 

3b. Alter vehicle names to better parody their real life counterparts. This includes the following;

 

- Rename the 'Vapid (Stanier) Police Cruiser, Emergency' to "Vapid (Crown Elizabeth) Police Interceptor, Emergency".

 

- Rename the 'Vapid Police Cruiser (Interceptor), Emergency', to "Vapid (Torero) Police Interceptor, Emergency".

 

4. Vehicle Usage.

4a. Increase the variation of Police Vehicles used through out the game. This includes the following;

 

- Use currently existing vehicles in pursuits more often. Have other PPV's chase after you, and not only the Vapid Torero PI.

 

- Have the Declasse Granger PPV (Sheriff, and Park Ranger) spawn in general traffic, and at lower wanted levels.

 

- Have the currently existing marked vehicles spawn as slicktop units occasionally.

 

4b. Use Police Vehicles for their correct functions. This includes the following;

 

- Use the Brute Enforcer only when the player has camped themselves in one location for more than 10 in game minutes.

 

5. LEO Improvements.

5a. Improve the use/appearance of existing LEO's used in the game. This includes the following;

 

General Changes:

 

- Use female Police Officers, and Sheriffs Deputies more in free roam. For example, include female officers in pursuits like their male counterparts. Furthermore, have female LEO's appear in missions.

 

- Re-design the Armour models worn by the Police Officers/Sheriff Deputies so that the duty belt fits correctly. Currently when Armour is donned the duty belt disappears.

 

LSPD Officer Changes:

 

- Replace the torso, and leg models used by the female NPC LSPD Officers with the models used by the GTA Online Female Protagonist's Police Uniform.

 

-- Additionally, ensure the uniforms match the colour/tone of the Male officers.

 

-- Furthermore, replace the males POLICE text in their name badges to have last names instead.

 

-- Finally, ensure the badges (shields) are of a consistent appearance.

 

-- Replace the LSPD hat badge with a correct one. Currently it has the LSSD Hat Badge on it.

 

LSSD Deputy Changes:

 

- Replace the torso, and leg models used by the female NPC LSSD Deputies with the models used by the GTA Online Female Protagonist's Police Uniform. Of course use the Sheriff Badges, and textures.

 

- Re-texture the Sheriff Armour model to say "SHERIFF (image2)", and not 'POLICE' (Note: '(image2)' is there for demonstration purposes only, and in no way is to appear on the Armour.).

 

SAHP Officer Changes:

 

- Re-texture the SAHP male officers patches to the correct one. Currently, their patches have "Los Santos Highway Patrol" written on them. (This is unlike Michael and Trevor's SAHP uniforms which have the correct patches [As of Last Gen.].)

 

5b. Create additional Law Enforcement Officers. This means the following;

 

- Create a female version of the SAHP officers, with the correct patches.

 

- Create a set of Sheriffs Deputies (male and female) with Blaine County Sheriff uniforms, and contain the existing Los Santos Co Sheriffs Deputies to LSCo (Note: Riverside County Sheriff Deputies have been used in this example).

 

- Create K-9 Unit Officer teams for all Main Agencies.

 

- Create Cyclist LEO's for the LSPD (male and female).

 

- Create Motor Deputies for the LSSD, and BCSD/O for use with the Dirt Motor Bikes, and Quad Bikes.

 

6. Counties and Jurisdictions Implementation.

6. Properly implement Counties and Jurisdictions. This means the following;

 

- The Counties Map (Note: The LSSD additionally patrols the City of Los Santos, and the SAHP has Statewide Jurisdiction).

 

- Blaine County actually having it's own Sheriff's Office/Department, and thus having it's own fleet of vehicles, including the Vapid CEPI, Bravado Buffalo PPV, and Declasse Granger PPV (Note: Riverside County SD has been used in this example).

 

- The SAHP patrolling the highways/freeways, and actually having it's own fleet of vehicles in game. including the Vapid CEPI, Bravado Buffalo PPV, Declasse Granger PPV, and Vapid Exploder PIU, and texture them with proper SAHP liveries and have them replace the sheriff units that patrol/park alongside the highways in game.

 

- NOOSE actually having it's own fleet of vehicles (with 'FPS POLICE' markings), including the Vapid CEPI, Vapid TPI, Bravado Buffalo PPV, and Declasse Granger PPV. Have these vehicles parked at the NOOSE facility North of Palomino Highlands.

 

-- Additionally, have (BP marked) vehicles that are parked at LSIA. These include the Vapid CEPI, Vapid TPI, Bravado Buffalo PPV, and Declasse Granger PPV.

 

- The SANG responding at the sixth star and having its' own fleet of Vehicles including the Mammoth Patvee, Barrack OL, APC, Hunter Helicopter, and Fighter Jets, if the player is airborne.

 

- The SADOC patrolling, and guarding the Prison Complex in game.

 

- The SAPR patrolling the National Parks in game.

 

- Remove all 'Los Santos County Sheriff' signage that appears in Blaine County, and replace them with appropriate "Blaine County Sheriff" signage.

 

- Remove any LSPD signage at the Davis Sheriff Station, and replace them with appropriate LSSD signage.

 

- Ensure LSPD vehicles don't spawn at the Davis Sheriff Station.

 

- Replace all "State of Los Santos" signage/text with more appropriate 'State of San Andreas' signage/text.

 

- Sorting out what ever the fu*k this is.

 

- Ensure liveries spawn in their correct areas/zones.

 

7. Role Playing.

7. Re-introduce the much needed option of role playing. This means the following;

 

- Create a full database for use in Police Computers in vehicles. Additionally, have the background change depending on what agencies vehicle you are driving. Furthermore, insert MDT's into every vehicle.

 

- Re-introduce the Vigilante activity (Most Wanted, and Vigilante).

 

- Implement a way to obtain Law Enforcement uniforms.

 

- Implement a lighting, and siren control system.

 

- Bring back the Cops and Crooks game mode from GTA IV, and allow players to use any PPV that they wish.

 

8. The Police AI, and Tactics.

8a. Completely scrap, and overhaul the Police AI used in game. This includes the following;

 

- Although not strictly pertaining to the Police, completely eliminate the "feature" of animals Calling Law Enforcement.

 

- Implement patrolling Police. This means, one unit, per zone/suburb, per hour.

 

- Completely eliminate the Rubber-Banding mechanic used during pursuits.

 

- Re-introduce the arrests mechanic used in IV. Use this both with the PC's, and NPC's. Additionally, use proper handcuffing animations, and placement of suspect into Police Vehicle.

 

- Reduce the omnipresence of the Police in game.

 

- Reduce the accuracy of the Police Officers in gun fights.

 

8b.Completely scrap, and overhaul the Police Tactics used in game. This includes the following;

 

- Send in a K-9 unit, if the player is hiding from the Police, and are unarmed.

 

- Implement the use of Nightsticks/Batons, and Tasers, in combating the player at the lower third of Wanted Levels.

 

- During high speed pursuits like on the freeway, Law Enforcement will dispatch high performance vehicles.

 

- If the player has camped themselves, hiding, and are firing a weapon, send in SWAT Teams. Additionally, make use of Tear Gas, and Ballistic Shields.

 

- If the player is firing a weapon like the Rocket Launcher, or Minigun, make use of Police Snipers, and don't dispatch units to the player.

 

- Reduce the Helicopters spawn rate to reasonable levels, such as one per five in game minutes. Additionally, if there is a heavy storm, or fog don't dispatch them.
 

9. The Wanted Levels.

9. Completly overhaul the implimentation of the Wanted Level system. This means the following;

 

- Re-instate the sixth star.

 

☆☆☆☆☆ One Star.

 

- At One Star the Local Authorities (Police/Sheriff) will be dispatched to your location to investigate the incident that has been reported. You are not immediately suspected of the crime, unless the reporter has described/seen you. If you are quick enough you can neutralise them before this happens.

 

-- At this stage, One Unit with One Officer/Deputy will be used. If Bicycle/Motor Units are dispatched, they will patrol in pairs. They will not have their weapons drawn, provided you are un-armed.

 

-- If the Player is armed, the LEO will demand you put your weapon down, and place your hands behind your head (a dialogue option is present to initiate this). If the Player refuses to co-operate, the LEO will call for back up.

 

-- The LEO will use Nightsticks, and Tasers in preference to their Side Arm (Pistol).

 

--- Vehicles Used: Police Bicycle (if you at the Beach, or in dense Urban Centres), Police Dirt Bike/Quad Bike (if in rural areas, or are far from nearest road), Police Motor Bike, Bravado Buffalo PPV (1st Gen), Declasse Merit PPV, Declasse Washoe PPV (Marked), Vapid CEPI.

 

☆☆☆☆ Two Stars.

 

- At Two Stars the Local Authorities (Police/Sheriff) will be dispatched to your location to place you under arrest.

 

-- At this stage, Two Units with Two Officers/Deputies in each vehicle will be used. They will have their weapons drawn after exiting their vehicle.

 

-- The LEO's will use their Side Arm (Pistol), in addition to Nightsticks, and Tasers.

 

-- At this stage LE will dispatch K-9 Units to chase after you as well.

 

--- Vehicles Used: Police Dirt Bike/Quad Bike (if in rural areas, or are far from nearest road), Police Motor Bike, Bravado Buffalo PPV (1st Gen), Cheval Fugitive PPV, Declasse Merit PPV,Declasse Washoe PPV (Marked), Dundreary Landstalker PPV, Vapid CEPI, Police Predator.

 

☆☆☆ Three Stars.

 

- At Three Stars the Local Authorities (Police/Sheriff) will be dispatched to your location to place you under arrest.

 

-- In addition to the Local Authorities (Police/Sheriff), the Highway Patrol (SAHP), will provide additional Backup.

 

-- At this stage, Three Units with Two Officers/Deputies in each vehicle will be used. They will have their weapons drawn after exiting their vehicle. Also, they will be armed with Shotguns, and Combat Rifles. Additionally, they will be wearing body armour.

 

-- The LE Agencies will dispatch an Aerial Unit to assist in your arrest.

 

-- The LEO's will use their Shotguns, and SMG's in preference to their Side Arm (Pistol).

 

--- Vehicles Used: Police Dirt Bike/Quad Bike (if in rural areas, or are far from nearest road), Police Motor Bike, Bravado Buffalo PPV (1st, 2nd Gen, Un-Marked), Cheval Fugitive PPV, Declasse Burrito Transporter PPV, Dundreary Landstalker PPV, Vapid CEPI (Marked, Un-Marked), Vapid TPI, Police Predator, Police Maverick.

 

☆☆★★★★ Four Stars.

-- The LE Agencies will dispatch Two Aerial Units to assist in your arrest. Additionally, a SWAT Helicopter will assist.

 

-- SWAT will be dispatched to your location. They will be driving vehicles like the Brute Enforcer. Additionally, they will be heavily armed with weapons including the SMG, Advanced Rifle, Combat MG, and Heavy Sniper Rifle for distant units.

 

--- Vehicles Used: Bravado Buffalo PPV (1st, 2nd Gen, Un-Marked), Brute Enforcer (Police Riot), Cheval Fugitive PPV, Declasse Burrito Transporter PPV, Declasse Granger PPV (Marked, Un-Marked), Declasse Washoe PPV (Un-Marked), Vapid CEPI (Marked, Un-Marked), Vapid Exploder PIU, Vapid TPI, Police Predator, Police Maverick, Annihilator.

 

★★★★ Five Stars.

 

- At Five Stars the Local Authorities SWAT Teams (Police/Sheriff), Highway Patrol's SWAT Teams (SAHP), and NOOSE FPS will be dispatched to your location to neutralise you, and if possible, place you under arrest.

 

-- At this stage, Five Units with Four SWAT Members in each vehicle will be used. They will have their weapons drawn after exiting their vehicle.

 

-- Additionally, they will be heavily armed with weapons including the Assault SMG, Advanced Rifle, Combat MG, and Heavy Sniper Rifle for distant units.

 

-- The LE Agencies will dispatch Two SWAT Helicopters to assist in your neutralisation. Additionally, One Aerial Unit will assist.

 

--- Vehicles Used: Bravado Buffalo PPV (2nd Gen, Un-Marked), Brute Enforcer (Police Riot), Cheval Fugitive PPV, Declasse Granger PPV (Marked, Un-Marked), Declasse Washoe PPV (Un-Marked), Vapid CEPI (Marked, Un-Marked), Vapid Exploder PIU, Police Predator, Police Maverick, Annihilator.

 

★★★★★★ Six Stars.

 

- At Six Stars the Governor of San Andreas authorises the use of the San Andreas National Guard to take the player down.

 

- At this stage all other forces pull out, including the FIB, and/or NOOSE, unless still combating the Player. The NG will use what ever means necessary to neutralise the player

 

-- The Guardsmen will be armed with high power weaponry, including the Assault SMG, Assault Shotgun, and Bullpup Rifle.

 

-- A select number of Guardsmen will be armed with heavy weaponry including the Combat MG, Heavy Sniper, Grenade Launcher equipped to fire Tear Gas, and Grenades.

 

-- Both Groups of Guardsmen also use the Combat Pistol as Side Arms.

 

--- Vehicles Used: Mammoth Patvee, Barrack OL, APC, Hunter Helicopter, and Fighter Jets, if the player is airborne.

 

10. Miscellaneous Changes, and Additions.

10. Make small changes to various murals, and other assets in the game. This includes the the following;

 

- Properly mirror the uniforms in this mural. Currently the badges are reversed.

 

- Change the colour of the uniform in this mural. It is just a direct copy from one in IV.

 

- Feature homages to GTA IV in the game.

 

-- Park all Police/Emergency Vehicles that appeared in GTA IV in the Film Studio's Backlot.

 

-- Additionally, feature actors wearing the Uniforms of the LCPD, and NASP among others, there as well.

 

-- These would help reflect that San Andreas doubles as New Liberty/New Alderney in films (California Doubling).

 

Firefighters and Paramedics.
