I personally don't do it that way. When I edit skins for pedestrians on GTAIV this is the steps I use to do the editing.
Before starting you should make full backups of your .img files in GTA.
1. Open Spark or OPENIV (I use Spark)
2. Open up componentpeds.img (located in GTAIVPCModelsCdImages
3. Find the specific name of the model you wish to edit the texture for (eg. Basic officer - M_Y_COP)
4. Highlight the name of the model's texture file (extension of .wtd)
5. Click edit in the toolbar of SparkIV.
6. Select the individual texture that you wish to change.
7. Export/Save it out as whatever it defaults at (change the directory)
8. Perform whatever edits you wish to use on the texture
9. Save the .png out of your texture editing software
10. Select the specific texture again in SparkIV that you are wanting to overwrite with your edited texture.
11. Click replace/import
12. Navigate to your edited texture file and highlight it.
13. Click import/OK/replace
14. Repeat steps as necessary for your editing needs
15. Click Save, then ensure you save the img, then close SparkIV.
16. Launch GTA and using the trainer or whatever method you are using to select a character navigate through the skins of the pedestrian (or cop) until you find the skin you edited.
Hope this helps and that it makes sense, it's been a little while since my last editing so forgive me if it's not 100% accurate.

I uploaded it a few days ago and as you can see I didn't actually state it was a METT video, it's just my regular episodes after I left the LCDPS hence being Episode 2.

Did you add the +livery to the vehicles.ide?
If you have and have done the change to the trainer.ini I'm not sure why they aren't working, try a default trainer.ini and only change that one line that I provided as well as the specific lines on your vehicles.ide

ENB? It's a modified DirectX library file to allow the adding of more things. I can't be specific but do a little google searching or somebody else may know more.

ENB adds more graphical features on top of the visualsettings.dat, visualsettings.dat allows you to directly tweak the default engine features.
So basically my understanding is that ENB allows more features. Apologies if this was not your question.

Did you modify your trainer.ini file to enable livery selections? There's a line with LiveryEnable in it that will likely be set to 1, set that to 0 to enable manual livery selection.

Still within a month of the console versions and they clearly said how much of a delay there'd be from a fair while before it hit shelves, nothing like what Rockstar are doing again with GTAV. Ah well, should all be used to it by now.
Strange that I never played the console versions of the previous GTA games though, only after I played on PC did I find them on consoles. Regardless, still shit.

GTA, GTAII, GTAIII, GTA:VC and GTA:SA were PC then console weren't they? Either way I'll be getting two copies of this, one on PS3 and one on PC. Still not pleased that they gave us Max Payne 3 at the same time as consoles but GTA V not getting any information. Better not turn out to be another Red Dead..

Yeah thechrisfarmer there were multiple downloads on the page, ensure you downloaded the entire mod and the correct version, I've got the one from gtagarage and was having no issues, all of the files were present and worked.

The only error I've had personally is when I forgot to add the line in the readme to my images.txt, so I personally have no idea what error you speak of.
Any additional information or links to "a lot of people"?

Looks pretty accurate, I'd say making the overall text and images smaller ie. scaling them down would allow you to put the Emergency Medical Services under the lights (as per the images).
Overall I personally think it's a pretty accurate reproduction, minus the issues.

You never looked in the ini for placing road cones/barriers? There's a few options you can change on the ini and it also shows you the keys to press ingame to perform the option.
