You need to change comp eyes to 9 for the holster with the handgun or to 2 if you want the leg holster one.

You need to either add this to your 3 XMLs one by one or you can use a program like NotePad++ to add this to the file (all at once):
If using NotePad++ you can go to where it says "replace - find what" and then type in:
">mp_m_freemode_01</Ped>
and replace that with
comp_eyes="9">mp_m_freemode_01</Ped>
Make sure to leave a space before comp_eyes of course, and to always backup your files.
This is the fastest way to add the holster using NotePad++.
Don't forget to do the same for female units using ">mp_f_freemode_01</Ped> and comp_eyes="9">mp_f_freemode_01</Ped>

You will need to change 2 files in the custom data folder to enable them for the default backup menu and optionally for them to spawn ambient (with <Flag>SpawnsAmbiently</Flag> in agency eup xml)
The agency eup file will look like this (this controls what uniform is spawned):

</LosSantosCounty>I use EUP Menu to cycle through all of the uniforms to figure out what the clothing IDs are, but now with the EUP Converter tool, you can transfer them if they're already made in a different variation i.e EUP Menu, Data Folder, Ultimate Backup, etc to another.
Hope this helps.
TLDR: mp_m_freemode_01 is for male peds and mp_f_freemode_01 is for female peds, both in the default backup menu and for Ultimate Backup.

I don't think native LSPDFR has an option to change flashlight distance settings, but this mod does.

Your world events frequency is invalid.
If you want to completely disable them here's my settings.
WorldEvents.IntervalMultiplier = 0.0f
WorldEvents.MaxNumberOfEvents = 0Think of IntervalMultiplier as the minute and the second for the setting (so 4.0f will be 4 minutes).
You can increase the IntervalMultiplier to 10.0 and MaxNumberOfEvents to 1 so one event will start every 10 minutes.

The community around police modifications is what kept them alive, and in my opinion which has caused them to have thrived, and without a doubt will continue to do so for many years to come.
The contributions have increased over the years, and it encouraged others to play the modifications in the way they wanted to.
Most people like myself only bought a PC just for the modifications itself, and the power of the community is what made the decision for me to get one which is amazing.
Think of LSPDFR/LCPDFR/RDFR as a framework giving the ability to play, but in addition to the framework, creators share their contributions adding hundreds of hours of gameplay to the base modifications.
There is no need to focus on "other features" if the community is already doing that for us.
There's not too many new things I can think of that we already haven't implemented.
Example A) We evolved from Albo's Siren Mastery to the Emergency Lighting System by Lt. Caine, and now Dynamic Lighting System by TheMaybeast.
Example B) We evolved from having backup units in a patrol car, the ability to call for a roadblock to a helicopter, and even boats from LCPDFR to now Ultimate Backup by BejoIjo in LSPDFR to which we can have spike strips, and the ability to customize our backup units how we please.
Now with RDRFR I can't imagine what people will introduce to us next.

I had this same exact thing. I thought something was wrong because I was editing LSPDFR data files. Went crazy cross-checking files for 30 minutes just to realize Deadly Weapons "magically" created a second DLL file in the LSPDFR folder. Look there to see if you have that or any other plugin that may have created a second DLL file by itself.
