Today I completely reinstalled ENB/ReShade and Visual V and it seemed to have fixed it.
I couldn't go into the ENB ini settings menu, also, but I didn't think much of it.
I had to replace Visual V ENB settings with the vanilla ENB settings, and now it is working again.

Hello, all! I noticed a new bug in GTA 5 a few days ago when addon cars began to have red headlights when idling (when I am outside of the vehicle).
Has anyone dealt with bug before, and possibly know how to fix it?
This happens to all of my addon cars (no matter where I install them to), and I have tried everything possible to fix it (except deleting GTA 5 entirely and restarting fresh) [although I did delete my mods folder and reinstall my mods one by one].
I tried reinstalling my graphic/visual mods, updating simple trainer, cars, carivations/carcols/meta, verifying GTA 5 through Steam etc.
I am stumped, and I am unsure of how to fix this issue.
I am not running LSPDFR during the time I experience this issue, nor does changing any addon vehicles effect the red headlight bug.
This issue effects both ELS and Non ELS vehicles.
If anyone has any ideas or suggestions please let me know, thank you!

First thing that comes to mind is simple trainer with the bodyguard menu.
I recommend spawning your partners through Ultimate Backup and save the clothing file into the model menu for the AI (so you can spawn them through the trainer).
With simple trainer you can task them to drive to a waypoint, but it's a bit clunky.

Did you try both the duty selection menu and EUP Menu?
If you overwritten the files then they should be automatically changing whilst using either menu.

You will have to download a backup configuration mod such as EUPFR - Ultimate Edition or San Andreas Ultimate Backup [EUP] Complete Edition (assuming you're using EUP peds).
EUPFR - Ultimate Edition only covers the data folder (default backup), but San Andreas Ultimate Backup [EUP] Complete Edition covers both the default backup menu, EUP menu, and obviously Ultimate Backup itself.
You can then go to "backup" in the agency EUP file in the custom data folder and change "LSSD" to "BCSO".
For Ultimate Backup you will have to copy/paste the settings within the XMLs (Default Regions/Special Units) in "Blaine County" to the "Los Santos County" slots.

EUPFR - Ultimate Edition only covers the data folder (default backup), but San Andreas Ultimate Backup [EUP] Complete Edition covers both the default backup menu, EUP menu, and obviously Ultimate Backup itself.
By disabling ambient spawn max cops in area this disables the entire world to prevent police from spawning.
There is no actual way to permanently remove the default AI from spawning ambient unless you change the pop cycle settings for GTA 5 which is extremely difficult to do.
However, using one of the 2 mods linked above, you will be able to use EUP peds as backup, and have them available to be spawned as ambient.

Use your GTA Character in the Director Mode, save the outfit with a trainer and then load it in single player normally.

A) You're using a modification such as Ultimate Backup or Custom Backup that has a different car slot setup than you do
B) The default agency file in the data folder has not been changed
You can rename the vehicle files by locating "<VehicleSet>" in Ultimate Backup [if you have it] or "<Vehicles>" in the LSPDFR data folder and agency XML.
Also, if you use EUP [Emergency Uniforms Pack] the agency eup file in the data custom folder will also have settings for vehicle spawning.
