As Iconography said, EVGA is my "go-to" brand as well, so I would highly recommend it if you choose a GTX 500-series card. I received a defective GTX 580 Superclocked a few months ago, and I must say their customer service is impeccable. I RMA'd the card and they sent me a Superclocked+ in exchange!
Now, if you choose a 550Ti, I'm not too sure it could handle GTA IV on medium/max settings, as I average 45 FPS with everything maxed out with only a few mods (with an non-OC'd i7 2600K processor).
