It is not a hardware bottleneck. Even if you have 64 cores CPU, you will end up getting 50-60FPS.
The bottleneck is mainly caused by the combination of RPH and LSPDFR.
When RPH is hooking (or hacking) to the GTA V instance, it needs to battle the anti-modding protection.

To do that, I assume that RPH must run junk codes (from the protection) on every hooking processes to make it goes through.
Those junk codes don't do anything except slowing down the performance (e.g. delaying or skipping CPU cycles)
You problem might be located here. If you can't launch your game by Steam or R* launcher, so nothing will works.

PS2: I agree with you about the idea of resetting Windows.
The main issue is that once backup is on scene, they are programmed to immediately walk to the passenger side. Bejoljo would have to edit UB and how the AI respond. I love the idea of explaining it, but I don't see how this would work. Would the backup arrive and walk to us? How long would they stay facing us? Would we have to start approaching the driver's side for them to move? It seems like a lot of factors when we can just roleplay that we've spoken with our backup, something myself and many others already do.
I think TeamSpeak were far too slow to respond to the threat of Discord, and I can't see anyone ditching their Discord servers for TeamSpeak v.Discord Lite.
Discord is absolutely horrible from a privacy point of view, but unfortunately there was nothing better, and that's what everyone has gone with.
Heya! In LSPDFR ELS will most likely not affect your framerate. But if it does, it´s going to be barely noticeable.
In FiveM however, ELS would affect server stability and client FPS massively. Maybe you heard something about that and connected it with LSPDFR

Some police slots are not multi-livery enabled. To enable the liveries, go in vehicles.meta in update/update.rpf/common/data/level/gta5, extract it, open it with notepad or similar software, find the lines of the slot you placed the car in and scroll down to a line with a series of 'FLAG_HAS_STUFF'. Add FLAG_HAS_LIVERY at the end of it, save, replace the original vehicles.meta file with the one you modified, done.
