    CHP CVPIs Slicktop and Whelen

    Some people are either too self-absorbed, concerned about crediting issues, or just do it because everyone else does. The way I see it, what's going to happen is someone is going to see a car mod, *saying the mod is unlocked* and think, "Oh, that's a nice light bar, i'd like to use it." What is supposed to be expected of the person is for them to give credit to the original person who created the light bar. Thing is, people get worried about people thinking that everyone is out there to rip and steal their modifications and taunt them around calling it their own. Which isn't entirely false, but It's not like everyone is going to do it. Maybe the one odd person. Some people however, may just have too much pride saying, "I made this mod! It's MINE! Look at my mod! It is great!" Usually posting pictures showcasing the mod in the image gallery and never actually releasing it, just showing it off saying, "LOOK WHAT I'VE DONE!" I do understand why some people would think of to be safe from dealing with the one or two people who mis-credit either on accident or on purpose, but in the long run, it's really not doing anything. Locking a car mod doesn't have much significance and can be broken. The way I see it, there is no stopping someone if they really want to have it, so why fight against it? Some people may see, I've spend days, weeks, months, perfecting this car mod I converted myself. I can see why someone would want it to be "safe", but again, there's no stopping it if it happens. I don't see what the big deal is if someone decides to steal something and call it their own. You were forever the one to create it and upload yourself. What's the difference if someone else uploads the same thing and credits themselves for it? What's to lose? Pride? It's not like one stolen car mod will bring everything crashing down around you. So what, if it's a deal, you can speak to a staff member about having it removed. Honestly, I thought it was pointless trying to stop people. It's just a headache for me to go through dealing with it. The way I see it is, "So what if someone uses my parts or car, it's not like it's my own car registered in my name in my address." I just decided I didn't care enough about it as it being quite pointless. If you can't stop a problem by having things the way you want it yourself, why not try another way and have it free for everyone else to enjoy and use themselves? I know that's a lot more fun than having to follow what that person wants to make. Sorry for the wall of text. I just wanted to prove a point as clearly as I could.

  6. Hi All, 1. The PPD is just a skin I made for testing, it won't be the base skin when released. I made it for fun because it's a my local big city police force. In my opinion, it should "ship" with standard LSPD, LSSD and North Yankton skins, just like the standard in game police cars. Those that want to make LAPD based skins or any other, will be welcome to do so. In fact some people already have ;) 2. I am making a wheelen liberty II bar for this car because I like that bar, and that's most popular bar used on this car in this area where I live. I have not seen one available on this site yet, so i am making one. I am modeling and texturing it from scratch, and configuring it for use in GTA. 3. This is explorer is indeed a conversion of the NFS model, just like the other one. It's a decent enough model to start with, but it's just a basic shell....a crap TON of work has to be done to it to get it work in GTAV. Which is why it takes so long. 4. The closed beta, which has not officially started yet, will certainly add more people as we go, I will post here when i need more volunteers. I want to keep the number small and the processed very controlled so that when it's released, it will be as bug free as possible. That way people can just enjoy it, and it will just work. Yes, I will probably do that AFTER i get this version out the door.

  10. Good morning, afternoon, or evening depending on where you are at, I am proud to announce that I am working on a vehicle texture pack and Ped skin pack for the Washington State Patrol. I made great progress this evening, however I want to make sure I get all of the kinks out to ensure its 100% to everyone's satisfaction. Currently here are issues that are being worked through: - Ford Explorer model that is currently released has a bug where you cannot make the entire grill black. The WSP real life counterpart has a black grill. I will continue to monitor a fix or pursue another model if it becomes available. - Will work towards creating a texture for the Chevy Tahoe. - Working to get a better HD quality for badges on the campaign cover and uniform. -Working to try and change out the silver watch with a black tactical watch as seen with the Police 1 model. - Working to try and make a long sleeve uniform with the WSP bow tie. Uniforms have been created by myself Credits for vehicles used are as follows: Desmond98's Ford Explorer NIGHTKID's Unmarked CVPI pack ****Please feel free to give me ideas, criticisms, etc. I appreciate all feedback***** As a side note, if there are enough requests, I can make a vehicle skin pack for the Washington State Patrol's "Target Zero" team which essentially is their DUI emphasis patrol.

    LSPDFR 0.3 - "Busted!"

    This is the fourth part of our LSPDFR 0.3 preview series. For more information about the background behind 0.3, check out the third installment in this series here: http://www.lcpdfr.com/forums/topic/55644-lspdfr-03-downtown-police-station/ So, from the hundreds of thousands of videos on YouTube, the near half-million million downloads of the mod itself and the the fact we keep on smashing records, like when we had 5,000 of you crazy folk online at once, we've got this really small, tiny suspicion - and I'm just going on a hunch here - but we think you guys quite like to arrest people? If there's actually some truth to this wild guess, I'm very happy to tell you that we've got quite the new feature set for when dispensing your own brand of justice is necessary. Don't just take my word for it though, this is one of those occasions where a picture tells probably a lot more than a thousand words. As you can see, we've implemented a beautiful new gameplay mechanic for performing certain tasks which gives you real-time visual feedback in the form of a progress bar. The cool bit is that it looks like exactly like the user interface found in the original game, too. Now, instead of simply pointing a gun and pressing a key to arrest a suspect, you have to actually keep aim in their general direction while holding down said control. As you do this, the progress bar fills (and it does so really quickly). Now, we know a lot of people wanted to see the ability to arrest suspects on the ground, so the end result of a successful gunpoint takedown is a suspect laying flat on the floor, ready to be cuffed up. Oh yeah, we're just getting started... As you might be able to work out, the same new gameplay mechanic is then used for giving the gift of metal bracelets to your suspect, where you actually interactively apply the cuffs; progress meter filling in time with the animation. Not only is this system really cool, but it is also truly immersive - you have complete control over the process meaning that a sudden change in heart can be realised by simply releasing the control. This new system is pretty awesome, and we can't wait for everyone to be able to try it for themselves. Of course, all of this is a little bit mean so far. We've got people getting guns shoved in their faces as they are forced down to the ground and what not; wouldn't it also be nice to be able to serve up some justice with a friendly smile? We think it would be, so you can now arrest people without using any weapons at all through the way in which this new gameplay mechanic is now tied in with the Stop & Identify feature. When stopping pedestrians on the street, everything works as it did before: pressing E will bring up the same menu with the same options. One key difference, though, is that by merely looking at your target, then pressing and holding the same key, you can begin seamlessly cuffing them on the spot. The results can be quite spectacular. You've probably sussed that we really like this new mechanic by now, and we hope that you like the sound of it as much as we do. To seal the deal though, you can use the same process to release suspects from handcuffs now. It's as simple as walking behind them and pressing and holding the same key used to set them down on the ground.

  12. Hey guys! I don't know if anyone has asked this already, but does anyone know if ELS is being developed and do you know who? I know it takes time so obviously I'm not asking when, but asking if.....it's being developed. I know this was a huge hit in Gta 4 and now with a more stable port in Gta 5 it would be an amazing milestone. Thanks guys :)

I would really like to see callouts that you respond to indoors e.g. liquor store drunk / thief where you go inside or arguing customer in the liquor store / gun store or maybe in the ls garage. domestics inside homes such as Michael, Franklin or Trevor's houses. I can imagine those old "domestic's in the alleyway with knifes" from GTA 4 and it is just a little inspiration i thought could be implemented. Also what I would like to see is more use of the underground stations in the map e.g. ticket machine jumper / gate hopper. Could the K9 plugin become official? Jail break / state penitentiary breakout. How about some night themed callouts or street racing. The talk down a suicidal on a bridge would be nice too. I am already very appreciative of G17 Media's creation and just think if there is new content they may consider adding in then this may help them come to a conclusion.

  18. Yes, I agree that variety is very nice. Enabling people from all over the US to play as their individual states, One request only, and I do believe this is pretty important, can you put the current steel rims on? As opposed to the old style which you had in your image? That's all I ask, because no police Department has them (unless they have the plastic hubcaps on top). Otherwise, most police departments have these style steelies. Ps. Ignore the 2016, they're the same as the current gen, I just needed a close-up photo. Good luck with the project, and I agree, sticking to the game based departments is better. I look forward to your eventual release.

  19. Standard LAPD equipment, on almost all vehicles in the entire fleet. Spotlight will be on all their Ford Utilities, they also have alley lights and flood lights in the Arjent. Remember, if you're going to put in a spotlight, make sure it's an LED spotlight, not the old glass bulb ones. NOT LIKE THIS ONE BELOW THIS ONE IS MUCH MORE ACCURATE This is much more accurate, made by Unity USA. Looks exactly like what the LAPD use.

  24. I don't know, I'm going out on a guess here. It's probably only one lightbar can be active at once, if both are in place, I'm sure only half of it will work. Plus there are the two rear lights, spotlight and the centre alley lights. Certainly I'd love to see many more lights, corner strobes, traffic advisor, alley lights, all the LAPD patterns on the Arjent, steady burns and spotlight, but I think realistically we must wait until Lt. Caine releases ELS.

  29. Make sure you're replacing the correct files. GTA V doesn't work as you'd think it would. Most used content is in update.rpf, or in the update folder.

  34. That sort of answers the whole "self defense" question right there. It's not self defense, it was revenge. He had the opportunity to walk out of the confrontation and he did. But instead of calling 911 he decided to take matters into his own hands. I have no idea how anyone in their right mind could defend against that point. It actually wasn't all that sweet compared to the other countries at the table. They had a list of 21 demands which got knocked down to 13, and Germany had basically dick in the Pacific that was worth having. Japan gained the Marshall islands, Caroline Islands, Mariana Islands and Palau islands, along with the Jiaozhou Bay. The islands did not, and still do not offer anything substantial in terms of resources Japan could use, which is a major reason they invaded China. They wanted raw materials Japan doesn't have as a giant volcanic island. The biggest attraction to these islands to this day is tourism. Moreover, Japan tried to introduce a clause about racial equality at the Versailles Treaty conference, which was flatly rejected by the western powers, as white supremacy theory was still alive and well during that time, and the idea of having colonies or territories was partly dependent on the belief that the white race was superior and had a reason to confiscate land that belonged to the natives who actually lived there. Both Japan and Arabic countries were less than satisfied when the negotiations were over, but it was out of their hands. As a World Word II enthusiast, I'm sure you know full well that the League of Nations was absolutely useless when it came to stopping another world war, and the representative of Japan simply walked out when faced with increasing political pressure from the west. The U.N. was later formed in its place after the war, which is a group of people who are slightly more effective than 'useless', but not by much, I'm afraid. Good recap of Japan's history in China, though. I didn't feel like looking up specifics, but I've known for years now that Japan was actually the country to start major trouble over seas years before Hitler did anything to get any serious heat from people outside Germany.

  36. I agree, we do need some restrictions. I'll just rattle off some ideas if you don't mind: I really think gun control and gun laws should be more federalized(not too much) and have more oversight.Push the minimum age to 21(handguns and "assault type" rifles). Just like the federal government basically forced state drinking ages to 21, so should the minimum age be for handguns, since I believe they are used in the majority of firearm deaths and crimes. I'm ok with 18,19,20 year olds buying bolt action rifles and shotguns, if there is proof that it will be used for hunting and etcJust like for a driver's license, you need to get tested to see that you're competent to even handle a firearm. Pretty much basic/beginner NRA classes, only you MUST complete the class and test for the weapon type before you're allowed to purchase it.(First time buyers)So if I want to buy a handgun, I need to get certified from an instructor and have proof that I passed the basic pistol class and I won't need to take it again when I buy a handgun. Full 8 hour classesNeed a license for whatever reason, whether it be hunting, sport/range shooting, concealed carry, home defense. Can't just buy a gun for shits and giggles.First time handguns buyers get free safe, those little $50 ones(at the cost of the government)Some will hate me for this one: If police get tip from your friend, relative, neighbor that you're improperly storing guns, especially around children, I really do think law enforcement should be allowed to rip up your whatever license-your home defense license for example. They should take whatever guns are improperly stored in plain view, such as a shotgun lying on bed, an AR15 under your couch, rifle on leaning on your desk. To get your guns back and re-licensed, you have to complete a class pertaining to proper storage and etc, if you have no room in your safe, buy one. After all that's been checked, you get your guns back.Ladies no carrying in your purses, holster up like a man. No need to have another baby or toddler shoot themselves or you because of improper concealed carrying like that.No open carry in cities, or heavily populated areas unless you're security, Law Enforcement and etc. It justs scares people and it's annoying for cops when they have to deal with those idiots with an AR-15 slung on their backs, while getting ice cream on main street. It's stupid imo, just conceal carry.Another iffy one: I think you must get references from a law enforcement officer, range master, instructor, respectable personal reference and etc. for first time buyers. So after you take your mandatory classes, have them sign something, if they feel you're responsible enough and trusted to have a firearm.I think that's all I haveAll of this can easily be followed by a reasonable person. It would definitely make it more expensive to own a weapon, but they don't make it completely impossible and will limit the amount of idiots. It won't stop every mass shooting, and if someone is desperate enough they will get a gun illegally, but it should cut down on the homicides. Since most private colleges and state universities have armed campus police, make community colleges, small private hire real armed security(not those mall cops).

  37. Not a problem, the audio there was just to get everything working. As I said, it's not final and I've got a bit of tweaking to do. I'm glad you like it. Forgot to mention in the original post, but the settings are all customisable. The number of units that respond is randomly generated. By default, there's a minimum of 3 normal units will respond and a maximum of 8. Between 0 and 2 swat units will respond also.

  38. Work continues....slow, steady and precise. ;) UV mapping channel 2 is complete, for painted surfaces, trim, and glass. (so dirt will lay correctly). Started working on the the extra's. Closed beta is very close to starting. Seeing all the bugs the other explorer has, i am going to put this through a very thorough testing period before releasing it to the public. But it will be released!

  42. No, but it's something that we may consider once we get a fully functional MDC system working. We would like to make it future proof for if/when GTA V gets online with playable mods like LSPDFR or life communities, they will be able to utilize this mod into their everyday gameplay. Ok everyone, we finally got some more kinks worked out and was able to test it with 3 of us playing the game and all using the MDC at once to handle calls. We still have a lot of work ahead of us, so please head over to our site and check out this post to give us some feedback. It's easier for us to manage post and polls on our site since we are on there everyday. Here is an update video showing what we have so far and we think you will like how it's coming along.

  44. This is the third part of our LSPDFR 0.3 preview series. For more information about the background behind 0.3, check out the second installment in this series here: http://www.lcpdfr.com/forums/topic/55363-lspdfr-03-backup-customization Perhaps one of the hottest talking points about LSPDFR, even way before the modification was released, was the question of if and how LSPDFR would make use of the new police station interior in Downtown Los Santos. Indeed, while we attempted to incorporate the interior into the earliest versions of the mod - we were only really scratching the surface as to the potential it holds. Back then, there was also no way of unlocking the expanded version of the interior featuring the locker room, briefing room and downstairs areas, which always acted as a further limit to any plans we had for it. The exciting news is that with LSPDFR 0.3, the entire interior is unlocked and open for exploration, and this is where the fun really begins. We've made a big effort to make the station come alive, much like we did the lawyers office in LCPDFR, but on a much larger scale. Now, while to go into great detail about all of the new scenes and scenarios in the station would be telling, you can take a look at a couple of the screenshots provided to get a mere taste of the sights and sounds of the Downtown Police Station. The cool stuff we've put in with the Downtown Police Station doesn't end there, though. To allow for maximum immersion, you can now actually walk into the locker room and directly go on duty from inside, without any loading screens. By simply approaching the lockers and hitting a key, the camera will seamlessly transition to give a view of the player, with the familiar character selection menu appearing shortly after. Continuing with this theme, LSPDFR 0.3 also introduces a great deal of new functionality for dealing with arrested perps. We'll cover most of this in the next installment of this series, but for now be safe in the knowledge that 0.3 lets you actually walk inside and drop-off your prisoners directly inside the cells. Plus, for those of you looking for the authentic southern Californian law enforcement experience, you can quite literally throw your prisoners down the stairs on the way there! Of course, on the topic of arresting people, there's so much more that we could show you, but that'd maybe be a little too much awesomeness to take in for one day. Instead, stay tuned for the next part of this update series - you won't want to miss it!

    Thought I should mention this: "A multi-agency manhunt is under way in California after police say the former Los Angeles police officer suspected in the murders of a college basketball coach and her fiancé last weekend is following through on his vow to kill police officers after he opened fire Wednesday night on three police officers, killing one. Dorner posted an online manifesto that warned, "I will bring unconventional and asymmetrical warfare to those in LAPD uniform whether on or off duty." The first shooting Wednesday night occurred in the city of Corona and involved two LAPD officers working to provide security detail to a person named on the manifesto, police said. One officer was grazed in the head. The LAPD's elite Metropolitan squad was sent to protect others mentioned in Dorner's manifesto, KTTV.com reported. Later, two officers on routine patrol in the neighboring city of Riverside were ambushed in their patrol car at a stop light, said Riverside Lt. Guy Toussaint. One Riverside officer died and the other was in surgery. The Riverside officers shot overnight were not actively looking for Dorner, authorities said.Police don't know where Dorner is, but think he left the area, Toussaint said. A badge and identification belonging to Dorner have been found in a San Diego airport. Police said the items were turned in to police at 2:27 a.m. Thursday but he does not know when they were found. ..."
