LSPDFR 0.41 - Does not load. Seeing Direct3D error in logs

I just installed LSPDFR and a clean version of GTA and I am getting a Direct3D error when launching RagePluginHook. I've gone through and made sure all the pre-requirements are met, and ensured my graphics driver is up to date, but can not seem to get past this error. 

 

I can get the game to load if I disable the DirectX hook.

 

I've attached the log for reference as well.

what DirectX version is set in your GTA V graphic settings? make sure to set it to DirectX11
