LSPDFR+ Court Issue

I know there's like 100 topics on the court issue. Almost all related to the court system crashing when opening. But I'm not having that issue.
The issue I'm having is...the court thing doesn't work at all. I never get notifications that there are court cases pending. When I hit F9 nothing happens. In the Rage Hook Plugin LSPDFR+ is selected. Honestly Im not even sure if LSPDFR+ is even active.

But for sure the court system thing doesn't even happen.
Any ideas?

Nevermind I figured it out. Apparently I installed it incorrectly and it was just never being loaded properly.
