Anyone know of a mod that replaces the SA plates with CA ones?

I don't really know of a mod per say, but you can replace them in the vehicle's texture file.

It took me less than 5 seconds by typing "GTA V california plates" on Google, you might want to do some researches on your own the next time.

I'm chill, don't worry, it was merely a friendly advice. I'm not moderator here, so I wouldn't have the right to tell you what to do or anything, but it's always better to do some researches on your own prior to asking help on forums, simply to avoid them to be cluttered with questions that already have answers. In your case, the mod you looked for were texture replacements. Textures don't get outdated, so you don't have to fear any of them to be.
