i need help fixing texture for the police 1 and FBI textures

Can someone pls help me or explain me the steps on how to fix the broken texture for the police cruiser 1 and the FBI pls. The Cruiser is missing wheel, skins , sitting inside a the cruiser with a cruiser's body spin in a circle(sorry don't know how to explain this) IT start when I download  the hurks mega packs and when I download it and went in to the game the cruise skin is messed up like the actually body is 10 inches away from the actual vehicle. The FBi / swat car is missing every door including the trunk, don't have wheels, sitting inside the car where you cant see it, but when you walk away for like what 5 inches it turns in to a cruiser 1 but when I get close it turns back in to a broken swat car, with no engine, no hood , only the car frame and I hope you guys could help me restore it
