update.rpf acting weird after update?

Hey all. After the recent game update I didn't touch anything until scripthookv was updated. After it was, I reinstalled ragehook and pasted a fresh copy of update.rpf into the mods folder. When I ran it to test, everything booted up fine but as soon as I editted a file in the update.rpf inside mods the game gives me the err_fil_pack_3 error. When I revert to a fresh copy again it works, which made me ponder. So I extracted vehicles.meta from the original GTA V directory and then dragged it into mods to replace the vehicles.meta file already there. They should be the exact same copy because I copied update.rpf into mods from the update.rpf I extracted the meta from. But the moment I replace the meta file, GTA V crashes again within the same error even though the meta file is uneditted (just pasted from outside) and nothing else in update.rpf is editted? Is this a result of the recent openiv issue and the asi acting up? Does anybody know what might be wrong if not?

After the update. It works fine if I dont' touch anything in it. But if I replace any file even if its an exact copy of it, the game crashes.
