You shouldn't have a RAGENativeUI.dll in your Plugins Folder. It should be in your Main GTAV Folder and if you already have one there, delete the one from the Plugins Folder or move it to the Main GTAV Folder if it isn't already there.  

 

You can try relaunching LSPDFR again to see if anything has changed, but I think its still going to crash because of something else..

 

If it does crash again and you have a mods folder, temporarily rename it to mods_1 and relaunch the game to see if crash is gone.

It may also be related to the computer being very old, RPH notes that your GPU doesn't support Pixel Shader 5 isn't supported, usually saying it's a very old card.
