Cop Spawning Glitch After Calling for Inmate Transport

Hi, I'm having an issue in which after a certain time of playing, calling for a transport for a suspect that has been arrested causes police to spawn on top of the suspect's head at (seemingly) regular intervals until the "A prisoner transport unit is en-route" message appears. I haven't noticed any regularity as far as how long I can play before this glitch happens. I am using a lot of other mods as well, but this was happening with only LCPDFR installed, as well as on previous installs. Is there any way to fix this glitch? Thanks.

For some reason it won't let me edit this post. The message that seems to stop the spawning is the one that says "A unit is on the way", not the one I posted above.
