Is SteawberryPI's Citations+ accurate?

For the ones who got StrawberryPi's Citations+ addon (for LSPDFR+ and Computer Plus), based off on California penal code, I noticed that when you cite a ped for driving without license/registration/insurance (or where one of those is invalid or expired), the "Seize vehicle" sign doesn't pop up full (approved) automatically. But I think that in real life it would be. Don't you think?

 

So have I to modify the .xml files of LSPDFR+ and Computer Plus?
