GTAIV - Police car liveries won't change

Just put a car pack (Police Cars) in my game for GTAIV and when I go into change car livery it says the car doesnt have any liverys but if I go into OpenIV and look at the police sign(#) it shows a texture of all the liverys that are supposed to be on the car.
