Rage Hook says could not hook game process.Insufficient permissions or bad anti-virus

Hello 

I am haveing  a issue with RAGE hook saying could not hook game process.Insufficient permissions or bad anti-virus. 

RAGE hook loads gta 5 then rage hook say could not hook game process.Insufficient permissions or bad anti-virus.I have included Pics of my Game Directory, Plugin Folder and my LSPDFR Folder.

The things o have tried: I have reinstalled Gta 5 and LSPDFR 0.3.1  and Rage hook 0.45 and the newest Script Hook V

I have also included my RagePluginHook Log file in the spolier section

System Specs 

AMD FX-6300 Six-Core Processor

8g of DDR3 Ram

NVIDIA GeForce GTX 670

Thermaltake Berlin 630w

CPU Temps are allright
