Backup with siren but no lights.

I'm having an issue with responding units not having lights on but having sirens. I'm using add-on lore friendly packs and have custom agency.xmls's so that they spawn ambiently and everything works, other than AI not using lights. The following are the plugins I'm using;

Stop the ped

Ultimate backup

DLS

EUPFR

EUP

could it be possible youre using DLS with ELS cars?
