Looks like you might be having a permissions issue. Select your GTA V folder and right click. Then select Properties and navigate to the Security and select Advanced. Then give Full Control to the SYSTEM, Administrator, and User groups. Lastly, in the same window, check the "Replace all child object perms" box and hit Okay.

 

Then add the Main Directory as an exceptions list for your anti-virus and re-install manual LSPDFR. Restart your PC and try again.
