Rage Plugin Hook does not work

I've been trying to play this mod for a while but when I start the Rage Hook, it starts the Rockstar Launcher, starts gta 5 but freezes in "Launching game".

Have you tried to launch GTA V first, then tab out and launch RPH?

Yes, that was the first thing I did, and what happens is that the Rage Hook tries to open gta5 again.

Do you have ENB installed?

No

What happens is that it loads the Rage Hook, it starts the game, but it does not start with the Plugins because it freezes in the "Launching Game" part but gta5 does load but without the mods. I do not know if I explained well
