The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

No you do not. I simply screenshot the files from STP. This does not negate the fact that your STP is not loading. Which most likely means you do not have the .dll. When installing plugins it is easiest to drag and drop the plugins folder directly into your main directory so that all of the files that need to be there are. If you want you can delete those two folders but it does not make a difference.
