Add the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR. Then restart your PC and try again. If that still doesnt help, consult the section in the RPH FAQ relating to your error.

im in the game but like none of my addons are and i cant enter the station

Did LSPDFR load on startup when you launched RPH?

i launched RPH then GTA lauched

When Im in game my addons wont load in so i press F4 because that is my console keybind and nothing will pop up when i press it

 

and also my LSPDFR Keybinds wont work at all

That is not what I asked. At any point in time during the RPH splash screen, did it say that LSPDFR was loaded?

when i load in i load into regular gta login screen then goes to a black screen and in the bottom left its a circle spinning and it says LSPDFR and then im in game

but the thing is is i have mods that i have installed the right way but in the rage plugin tab in settings their is only 2

What are these "mods"? If you mean callouts, they will load when you go on-duty.

Mate, you have the wrong ScriptHookV installed. Remove ScriptHookRDR2. That is for Red Dead Redemption 2. You want this one. Install the SHV.dll and dinput8 file into the Main Directory. You dont need the NativeTrainer.asi.

If loading base game gives you the same error, then I think your games files was corrupt (you may accidentally delete something wrong). All I can advise is verify game files, but maybe UnknownBastion has another idea.
