The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The new chop shop cars are still a police car even if i try to replace them

Ever since the new LSPDFR update when they added the new chop shop police cars (Stanier law enforcement cruiser and, Bravado Gauntlet interceptor), I've never managed to get rid of them, I've tried in open iv, and their still there, please can you help me because they're in almost every agency in LSPDFR and I feel like its ruining my experience.

In the lspdfr.ini, set Main.WorkaroundDLCVehicles = false. 
You can also remove the lines that contain the cars from your agency.xml (.\lspdfr\data\).
