Generally you can open a file with right click and then choose open with… and choose the program you wanted.

 

i guess you are talking about .xml files, for which you can use the default windows 10 editor or notepad+ +

 

if you have notepad + +, when you right click on the file, there should be an option to click on -> open with notepad + +

To always open a xml file with a specific program, you have to right click, choose open with… choose the program (f.e. Editor) and make sure it’s hooked under always use this program
