Hello, can someone assist me and tell me what is the line in the lspdfr.ini that disables the random spawn of criminal (without the call) in the car, on the street, that starts the loading bar in the lower right corner as joining and starts the call automatically? 

 

Is it maybe the AmbientSpawn.DisableRandomUnits? Or is that for the cop units?

 

Is there a way to disable that random criminal spawn?

Add "Ambient.DisableEscapedSuspectEncounter = true" to your config file. You can find all settings here:
