Lights and sirens not working

Anytime I try to turn on my lights the only lights that work are the tail lights and when I try to turn on my sirens they just dont want to turn on. I reinstalled the ASI files on open IV and I also uninstalled ELS and reinstalled it. I only have one mod that I can possibly think of that could be causing it which is Modern Siren Pack 3.1.5. Im still very unsure what could possibly be causing it.

Disable ELS and ELS vehicles, try to horn / activate sirens using vehicles that uses vanilla lights/sirens system (e.g. non-ELS).

And tell about if you hear any horn / siren sounds from vanilla cars.

Supporting is somewhat like locating an issue, then trying to apply a protocol that would eventually guide the subject to fix their game, and sometimes, on rare occasions, trying to diagnose a weird issue with everything you know.
