Lights and sirens not working

Anytime I try to turn on my lights the only lights that work are the tail lights and when I try to turn on my sirens they just dont want to turn on. I reinstalled the ASI files on open IV and I also uninstalled ELS and reinstalled it. I only have one mod that I can possibly think of that could be causing it which is Modern Siren Pack 3.1.5. Im still very unsure what could possibly be causing it.

Make sure you installed ScripthookV.

You also need OpenIV.asi and ASILoader, install via OpenIV.

For each vehicle you need a .xml file.

I did all of that and the lights and sirens still dont work
