Mod Folder - Missing Vehicle Folder

I've started working on getting some new vehicle mods into the game. All the ones I've downloaded from this site mention a Vehicle folder ( Navigate to mods > update > x64 > dlcpacks > patchday2ng > dlc.rpf > x64 > levels > gta5 > vehicles.rpf). The 'vehicles.rpf' doesn't exist. 

 

But one doesn't exist for me. Can I just place all vehicle moded files within the gta5 folder where that should be? Or is there a way to add it?

the path is correct.

you need to click on edit mode, then the red report; click on copy to mods folder, then it automatically copies it to mods folder and the file is there
