Gta5/RPH crashes only in paleto bay

Hello, so i just brought QuantV install it and Enb series in my game. lol it crashes on start up so now i start the game then ALT-tab into rph so i can run quantV with enb but whenever i enter paleto bay , teleport or go on duty it crashes the game.  

 

I tried to just run quant V and no enb but it still only crash in plaeto bay. 

 

i can run the game with nve without a problem but if i use enb it crashes.

 

i have game saves from the last 2 weeks and when i install quantv on them as soon as i go into paleto it crash.

 

obviously i can uninstall it and play just fine but i just brought it and wanna use it.RagePluginHook.log

Update so i don't think it's Quantv but that's the last thing i installed before i notice the problem.
