while i calling backup i found that the police whose is coming wasn't moving it's just stuck at the road and twitching ,i tried to change my mods folder to _mods, but  it's also not working at all , if you guys can give some solution to me , that will be perfect !!

In your trainer, make sure that Everyone Ignore Player / Cops Ignore Player is disabled.
