Not sure how to uninstall a file.

So I've installed a thing called GTA V Remake, but my computer cannot handle it, and I don't know how to use the uninstaller. It's an oiv file

OIV is an OpenIV package file. I'm assuming it had an installer that also used an OIV file (although I've not used the mod you're talking about).

 

Open OpenIV and choose Tools > Package Installer and select the uninstaller OIV file.

When I open the Uninstaller it shows the installer...

Although its already installed.

OpenIV doesn't really have a concept of an uninstaller, so authors will exploit the package installer system to make an uninstaller. Provided you are sure you are selecting the uninstaller OIV, hitting 'Install' should paradoxically uninstall the mod.
