LSPDFR crashes when I load "LSPD First Response.dll" plugin

whenever I load up LSPDFR it says this:

[11/13/2021 5:28:39 PM.794] LSPD First Response: [FATAL] Forced termination
[11/13/2021 5:28:39 PM.797] LSPD First Response: [TRACE] Released 0 entities from DefaultContentManager
[11/13/2021 5:28:41 PM.341] LSPD First Response: [INFO] LSPDFR has shut down

and then the plugin crashes but I don't get kick out of the game,  instead rage plugin hook gets stuck loading LSPDFR. the police stations are an the map when it crashes and I can walk around jump steal car etc. but I cant use the police stations, radio etc.. I also used a character preset but I added a swat vest, and it always seems to crash whenever the vest loads in.

please help I have bean trying to fix this for 2 days.

I'm having the same problem, may I mention it's not Pirated
