Crashing On Startup

I Start By Loading GTA Through Rage But When I Do It Always Crashes, I'm Not Even Able To See The GTA Startup Screen/Sounds

Load GTAV without RAGE, and get into story mode.

Once in, ALT + TAB out and launch RAGE, letting it hook.

It Still Crashes After Doing That

is there anyway i can just reset everything? It would make everything much easier

Reset what?
GTAV? Just reinstall it I suppose.

Have you downloaded the lspdfr, rage mod separately?

no, but i deleted all my game files and downloaded gta again.
