EUP only for me or all units?

I'm not sure if I'm writing in the right section of the forum. It's my first time and I'm a little confused.

Without further explanation and in essence. So my problem is that I have installed:

Emergency uniforms pack - Law & Order 8.2;

Emergency uniforms pack - Serve & Rescue 1.4 and

EUP Menu 2.2.1.0,

 

Is it normal for other units not to wear uniforms from the pack/mod? I mean, I am the only one who can choose between them, or I need to install/configure something more so all units have modded uniforms?

You might need to install this mod for AI to wear the uniforms:

Make sure to install the "without add-on cars" option.
