What I mean is 

Highway patrol is busy patrolling but they have another duty 

Working the weigh stations on highways inspecting trucks that have a red signal on their pre pass device and catching weigh station dodgers  that pass by when they have a red signal but don't stop at the weigh stations  and direct the trucks back to the weigh station or use their cop powers to investigate further if they needed to
