it wont let me put it in iv only v i cant do nothing about it its says loading but never loads and its grayed out

That's probably because you click upload on the wrong category in the beginning

vehicle modifications is grayed out i think its down right now

Click on the small triangle next to it. It will give you the options for Models and Textures and won't be grayed out.

the cvpi lightbar is wrong i know and its broken the fbi slot one but im remaking it hopefully to get it right this time 

The file has been fixed and reuploaded btw the grill lights are supposed to be red and blue together their sound off grill lights

i will be remaking this pack and crediting him for the original as i see the issues and he has not corrected them they all will be fixed in my new pack with theses cars they will be out of christmas day or boxing day
