A few suggestions:

- Use a different font

- Make the text completely capitalized

- Make more than just text on a black livery, add logos, white doors, stripes, etc.

Decent Design for your first one. I recommend what crunching said also I recommend looking  online for some police car liveries and try to base some ideas of them.
