When I downloaded this I got a bunch of png files, what do I do with those? I got no .ytd files

You have to open the .ytd file with OpenIV and replace the original sign with the .png, as specified in the readme.txt

This pack includes liveries the following vehicles:
-2016 Chevy Impala Limited (police)
-2015 Dodge Charger PPV (police2)
-2013 Ford Police Interceptor Utility (police3)
-2011 Ford Crown Victoria Police Interceptor (police4)
-2016 Ford Police Interceptor Utility (police5)
-2013 Chevy Tahoe K-9 Unit (police6)

These liveries can replace or supplement the original liveries with the pack.
Each includes a custom "San Andreas Official" license plate with no variations.

TO REPLACE LIVERIES:
*Vehicles must be installed first, download link above.

- Open OpenIV and navigate to:
mods/update/x64/dlcpacks/lspdpack/dlc.rpf/x64/levels/gta5/vehicles/lspdpack.rpf

Open each .ytd file (police.ytd, police2.ytd, etc)... find and replace the skin.
Name will match that in the folder.

I do, however want to say that these do look very good now that I have figured it out, maybe just reword the readme a bit?

The readme is very clear (at least to me).

What about the ford taurus?

What about Supplementing the vehicle Liveries? I dont want to substitute and it does not mention how to do this, but said it is possible... zzzzzzzz
