I definitely think 1 star is a bit harsh if I'm honest. It's a great ped only negatives for me is the textures and some things could just be a little cleaner.

I am rating this 4 stars because this introduces a new element to the game -- a realistic looking duty belt, which makes police officers look more equipped and prepared to deal with dynamic situations. The textures might look bad, but they are temporary -- you can make your own or use available high-quality templates found on the website. Good Work, Major Paine.

The textures are terrible, I'll just say that up front, but if you know anything about photoshop or gimp, it will take you about 30 seconds to replace those.  The model itself is very nice.  The one thing that really bothers me about this model, unlike the police one that he realeased is that the vest is set up as a "task" not an "accessory" on this model, and putting the vest on removes the duty belt, which is not realistic at all.  If you are going to improve anything on these, get better textures and fix the vest so the duty belt doesn't dissapear.    

The belt models are awesome, but unfortunately the textures are pretty much too poor to play with, IMO.

Edit: After reading the other reviews and thinking about it- this is better than one star. I'd probably be inclined to say 2.5-3/5. If you'd release the belt on the regular peds or on it's own for EUP, that would definitely up the ratings.
